Numaligarh Refinery is planning to set up bulk crude oil import and bulk LPG import facilities in Orissa. The project also involves a crude oil pipeline route of approx 1,338 km length to traverse through the states of Odisha, West Bengal and Assam. As of October 2013, the company signed an MoU with Dhamra Port Company for carrying out techno-commercial feasibility study for setting up the project.
